For rights holders
How to submit notices of infringement concerning content posted by Multator users.
Multator is a service with user-generated content: users post their own works, comments and messages. The Administration only provides the ability to host materials and is an information intermediary within the meaning of Article 1253.1 of the Civil Code of the Russian Federation: it does not know and should not know of unlawful use of hosted works, and promptly takes necessary and sufficient measures to stop an infringement upon a rights holder’s notice.
If you believe material posted on the Service infringes your rights, send a notice — we prioritize these requests.

What a notice must contain
For a notice to be reviewed within the statutory deadline, it must include the information listed in Part 2 of Article 15.7 of Federal Law No. 149-FZ:
- applicant details: for an individual, full name, passport details (series and number, issuing authority and date), contact phone number and email address; for a legal entity, name, location and address, contact phone number and email address;
- a description of the copyrighted work and/or related rights object posted without your permission;
- direct links (URLs) to the Service pages containing the disputed material;
- a statement that you hold rights to the work and, where possible, supporting documents (a certificate, agreement, source files or first publication date);
- a statement that you have not authorized posting the material on the Service;
- the individual applicant’s consent to processing their personal data;
- if a representative submits the notice, a document confirming their authority.
How we review a notice
- If a notice contains incomplete information, inaccuracies or errors, we may request clarification within 24 hours of receiving it. Such a request is sent to the applicant only once; clarified information must be provided within 24 hours of receiving the request.
- We remove the specified material within 24 hours of receiving the notice or clarified information.
- Where evidence shows that posting the material is lawful, we may keep it available and send the applicant a notice with that evidence attached.
- A notice that lacks the information required by Part 2 of Article 15.7, or is not sent to the address above, is not considered properly submitted and does not trigger the statutory deadlines.
- The applicant is responsible for the accuracy of the information provided and must compensate the Administration and the user for losses caused by a knowingly unfounded notice.
Sending a notice does not prevent the rights holder from applying to the Moscow City Court for preliminary interim measures (Article 144.1 of the Russian Code of Civil Procedure) or using other remedies. However, the pretrial procedure is usually faster: disputed material is removed within a day.
Other violations
The same address accepts reports of trademark infringement, infringement of a person’s image rights (Article 152.1 of the Russian Civil Code), honor, dignity and business reputation, disclosure of personal data without consent, and posting of information whose distribution is prohibited in the Russian Federation. Include links to the materials and explain the violation.
Requests from government bodies and agencies conducting investigative activities, and court orders, should be sent to legal@multator.org and are reviewed within the deadlines established by law.
If your material was removed following a notice
A creator whose material has been removed may send an objection to support@multator.org with documentary evidence that posting was lawful (your own source files, a license, the rights holder’s permission or an applicable permitted use). The objection will be reviewed within a reasonable time. Restoration is a right, not an obligation, of the Administration: if a rights dispute remains, the material stays removed until the rights holder and creator resolve it.
For users
By posting a work, you confirm that you hold the necessary rights to all its elements, including images, sound and music. Read more in the Community Rules and Terms of Service. Repeated copyright violations lead to account suspension.
